The Catholic Diocese of Victoria (DOV) has an open¬ing for a grant funded Disaster Services Manager.

The position is responsible for management of disaster response services and administers the DOV Hurricane Harvey Relief program through April 30, 2020. The ap¬plicant must be a practicing Catholic and in good standing with the Church. A bachelor degree is required or at least 3 years of relevant case management/disaster services experience in the social services field. The grant funded Disaster Services Manager position is responsible for management of disaster response services through April 30, 2020.

The position administers the DOV Hurricane Harvey Relief program; manages the timely and accurate receipt/distribution of the House in a Box® program; represents the DOV at Long Term Recovery Group meetings, and other duties as assigned. This position also provides indirect case management services to disaster survivors and their families through advocacy, information and referral, crisis intervention services, and recovery services.

Position is security sensitive that requires extreme confidentiality, care, and trust.

I. ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responsible for the overall record keeping for the program, including client statistics, outcome measurements, and quarterly reporting; ensures the confidentiality of the information contained within (e.g., family files, telephone intake files, suspended family files, and waiting lists) all program records.
  • Maintain regular communication with the DOV, CFO/Business Manager of servicing issues, trends and cost implications.
  • Administers financial assistance in accordance with guidelines of the DOV and/or funder agreement.
  • Works cooperatively with the DOV, CFO/Business Manager in coordinating program related funding.
  • Participate in fundraising projects and other development as needed.
  • Prepare, monitor, and maintain compliance with approved program budget.
  • Serves as DOV representative for Voluntary Organizations Active in Disaster (VOAD) and other disaster preparedness and response committees within the service area as needed.
  • Required member of the Key/Essential Staff and following a disaster must report to assigned location as soon as it is determined.
  • Enlist participation of diocesan parishes in conjunction with other denominational churches for assessments and needed action after disasters.
  • Networking with existing social service agencies, to foster effective consultation with and referral to appropriate community resources when the need of the client indicates such action.
  • Other duties as assigned by supervisor.

II. COLLABORATIVE RELATIONSHIPS

  • Maintains a close working relationship with the Finance and Administration Support Services, Program Directors and Staff Members, Board of Directors and Committees, Community Leaders, Local Service Providers, Donors and Funding sources, Volunteers, Interns, and Clients.
  • Requires communication by telephone, in writing, and personal contact with clients, prospective clients, other service providers, volunteers, and government agencies.
  • This position has no direct supervisory responsibilities of personnel but may supervise volunteers or student interns.

III. WORKING CONDITIONS

The work will be carried out in a controlled, agreeable environment as generally represented by normal office conditions. In times of disaster response, working conditions may vary.

IV. PHYSICAL DEMANDS

V. MENTAL AND APTITUDE REQUIREMENTS

The ability to hear and talk; strong writing skills, analytical, conceptual, problem-solving and decision-making skills; and handling multiple tasks within the confines of deadlines.

VI. QUALIFICATIONS AND SKILLS

  • Must be a practicing Catholic and in good standing with the Church.
  • Required bachelor degree or at least three years of relevant case management/disaster services experience in the social services field.
  • Acquainted with Church administrative and organizational structures preferred.
  • Previous disaster experience is a plus.
  • Bilingual Spanish/English preferred.
  • Knowledge of case management preferred.
  • Knowledge of social service delivery systems, knowledge of County resources, preferred.
  • Must possess the ability to work well independently as well as part of a team.
  • Excellent written and verbal communication skills as well as interpersonal relationship skills.
  • Proficient in personal computer software such as MS Word, Excel, Access, and PowerPoint, knowledge in the use of graphics, charts, tables, spreadsheets, and word processing for documents.
  • Possess superior leadership, administrative, and organizational skills, bookkeeping expertise and a pleasant telephone personality.
  • Ability to prioritize, organize, multi-task numerous complex assignments and manage time with minimal supervision.
  • Must be self-motivated, able to work under pressure and able to work with a wide variety of individuals in multicultural settings.
  • Demonstrated sensitivity to diverse cultures.
  • Skilled in customer service and/or working with challenging personality types in demanding situations.
  • Must have working knowledge of telephone, personal computer and printer, copier and fax machine, and vehicle.
  • Willingness to travel and work evenings and weekends when necessary.
  • Must have adequate/available and reliable transportation.
  • Annually the employee must provide a copy of their valid driver’s license and proof of personal automobile insurance with adequate coverages as required by the DOV Office of Transportation Policy.
  • Must adhere to DOV employee handbook of personnel policies.
  • Must adhere to DOV handbook of accounting policies and procedures.
  • Must maintain extreme confidentiality, care and trust of information that may be of a personal or sensitive nature pertaining to employees, clients and/or the overall DOV.
  • Position is security sensitive.
